To do it right, ONLY do what I write to do and start inventing your
own ways when you've finished the tutorial.
Open
terragen
rendering
control
Set
height of camera at 62 terrain units. (The height of the
camera depends on the height of the sky or reverse).
Pitch
camera to 30.
Lightning
conditions
Set
the sun heading to 0 and...
...Set
the sun altitude very low.
Also
set the shadow at 0.
In
lightning of atmosphere set the glow amount and glow power at maximum.
Cloudscape
Generate
clouds at minimum size.
Set
the cloud lightning (darkening) at 100%
Set
the density contrast at 2%
And
set the density shift also at 100%.
Atmosphere,
set the atmospheres at 0 so that the sun can shine bright on the
clouds (you can change this at a later time).
Render
preview and see your bliss.. Now it's time to go creative, but that's
up to you ;-)

Tips:
You do not necessarily need to render minimal clouds and set them
that way, it's only the best way to see directly a bliss.
Other settings like lightning of atmosphere and shadow can of course
also be changed.
To get even higher contrast you can set the gamma (in render settings
- options) at 1.
Higher cloud quality gives finer lines and more brightness.
